Sir, —While all shades of political opinion should agree with Sir Joseph Ward in his recent references to the proposed financial reforms about to operate in the administration of one of the most important and publically known of State Departments —the Public Works —there ia still a very substantial section of the public who think that Sir Joseph could have delved quite a lot further into matters. One important point the writer has pondered over for some time. Why should one man hold the dual position of engineer-in-chief of public works and at the same time the chairmainship of the Main Highways Board? Succinctly, the chairman .of the Main Highways Board is sititng in judgment on the work of his own Department. The matter is worth a little reflection. —I am, etc., w MOTORIST. Mastertoa. April 30.
