THE SMALLER BOROUGHS “The Eastbourne Borough Council has tried for a considerable itme to amalgamate with the city, not because the council wishes to avoid responsibilities, but because the small boroughs must eventually go out,” said Mr. H. M. Jones, Mayor of Eastbourne, at the Board of Health inquiry yesterday. “I believe that eventually the whole of the Valley and the eastern harbour district will be controlled by one body, and when that comes about progress will be made.”
