Very opportunely, in Ihe last volume of his memoirs, recently issued, the French Premier, M. Poincare, recalls how, in a conversation which he had with King George during wartime, the Monarch took pains to explain to him on August 1, 1914, when war was declared between France and Germany, that he, although convinced that. England must enter on the side of France, could not reply to the then President’s appeal until his Government and country also had made a decision. _ The fact is recalled in France as a typical example of the King’s’ absolute adherence to the constitutional practice of his country and at the same time hie loyalty of heart
