Before the junior high school system cau be adopted in New Zealand RJ U( 2i more information must be available concerning its effectiveness, and especially its cost. We hold that undue economy in education is false economy; that the country should be prepared to pay to obtain the type of education that meets its needs in fitting the young people to play a full part in. the future life of their country. But that is not an argument in favour of being blindIv committed to a system of reorganisation without counting the cost. Before Cabinet deals with the question there should be the fullest information of the amount to be expended each year until iunior high schools, of whatever- type favoured, are instituted throughout the Dominion, and the additional revenue required for their administration. “Lvttelton Times.” ■ Some of the loan money is to be raised in New Zealand. There is plenty of money available for investment, and some of'this might well be used by the Government. On the other hand, Sir Joseph Ward will have to be careful not to borrow so much locally as to interfere with the supply for private purposes anil check the downward rate of interest. As regards railway construction, we hope that in the recess the Government will go most thoroughly into the question of what works are justified. Those works that are deemed to be necessary should be completed without delay,‘and if the conclusion Is honestly come to that a work is not necessary, the decision should be announced'and courageously adhered to. —Auckland “Star.”-
