PROSPECTS NOT IMPROVED (British official Wireless I Rugby, December 17. Sir Austen Chamberlain, Foreign Secretary, stated in the House of Commons, in reply to questions, that the Government did not consider that M. Litvinoff’s speech in Moscow on December 11 with regard to trading and diplomatic relations between Russia and other coiintriesc had in any way improved the situation between this country and Russia. In the Prime Minister’s speech at the Lord Mayor’s banquet ou November 9 last year the conditions were set forth on which the Government would 'be ready to consider resuming relations with Russia, but these conditions bad not yet been fulfilled. .
