December 17. 5.5 p.m.) Berlin, December 16The Reichstag for the first time since 1902 assembled for a “soda-water sitting,” owing to the President prohibiting alcoholics in the restaurant, in order to avoid too spirited a debate’on the Parliamentary Budget. The galleries were packed, night revellers anxious to witness the spectacle of conipulsorily teetotal deputies listening to the demand of the Finance Minister, Dr. Hilferding. for an additional £2,500,000 to place the Reich officials on a level with the Prussian, It is predicted that the 1929 Budget will be the most difficult since 1924, entailing new taxes and a curtailment of expenditure.
