INTERESTING POLITICAL EXPERIMENT

Shanghai, October 7.
The new Constitution of China, promulgated from Nanking on October 4, the full text of which is published in to-day’s papers, is regarded as an interesting political experiment which shows that the Nationalists recognise that Cliina is not yet ready for democratic government. Nowhere in the new organisation is provision made for officials to be chosen by the process of election.
The new Government appears to be a frank dictatorship by the Kuomintang, namely, the People’s Party, whose organisation is evidently being tightened up, as an order has been issued forbidding local branches to express opinions on political questions until these have been approved by the central Party headquarters.
