A VISITOR'S IMPRESSIONS Dominion Special Service. Auckland, September 3. Everything seems to be in quite normal condition at Samoa, said Dr. I'. ,J. Rayner, who returned to Auckland by the Tofua this morning after a trip to the Islands. Dr. Rayner said that from what he saw he was convinced that the Government policy in Samoa, was sound and that was the general impression of the people whom he met there.
