In giving reserved judgment in a case in which William J. Bowman was charged with using an unlicensed traction engine on the Yaldimrst Rond, contrary to section 7 of the local bodies heavy traffic by-law, A r. Alosley. S.M., convicted defendant and ordered him to pay costs. Air. Alosley said that all the general facts were admitted. It was contended. however, that the traction engine iu'question came within the provision of section 7, and was therefore not required to be licensed. Reading the proviso as a whole I can only come to the conclusion that it must be rend in a restrictive sense.
