Sir. —Aly attention has been drawn to an article appearing in." The Dominion” of Saturday (page 7) headed "New Rating.” in which the writer (11. P. I states that tlie poll held on April 27, 1927 resulted in favour of rating on annual value. This is not correct, as the poll resulted in favour of the application of tlie rating on unimproved value system to all rates.

Up to last year the general, library, and special rates were levied on the unimproved value, and the hospital, lighting, ami water rates were levied on the annual value. As from April 1, 1928. all rates will lie levied on the unimproved value. Tlie only rate which will be increased this year will lie the hospital rate, which lias to meet an increased demand of £4492 made by the Hospital Board. The result of flic new system of rating, in so far as the individual ratepayer is concerned, will be that the charges on some properties will be increased, and the charges on others decreased. —Im. etc. GEO.
