MR. BRITTEN OPTIMISTIC BELIEVES COMMITTEE WILL AGREE “PROGRAMME ENTIRELY ONE OF REPLACEMENT” , In predicting that the United States Naval Affairs Committee will agree on the proposed naval building programme, Senator Britten states his belief that America’s twenty billion dollars deep-sea commerce fully justifies the precautions which the programme will provide. Mr. Britten predicts that the House Naval Affairs Committee will agree on the replacement building programme. He says the Bill will probably provide for twenty-five cruisers to replace twenty-two obsolete ships, five aircraft carriers, and thirty-five submarines, all to be completed by 1936. “The programe before us,” says Sir. Britten, “is almost entirely one of replacement. I believe our annual deepsea commerce of twenty billion dollars fully justifies the precautions which this programme will provide.” Mr. Britten points out that the. Bill will not provide for destroyer leaders, but the Navy Department may later request appropriations for nine such vessels.
