President Hindenburg has again announced that he opposes a dissolution, and hinted that if the Cabinet fell a business Ministry might be appointed to complete the urgent business of the emergency programme which should be completed by the end of March unless the collapse of
the emergency scheme necessitates an earlier dissolution and an election.
