Toogood) said that it should be publicly known that the cause of this, up to the present, was due to Sir Benjamin Fuller’s own country, Australia, declining to enter into a reciprocal arrangement with the North and South Island Motor Un■ms in regard to both countries exchanßing bonds, covering duty deposits remired bv the Customs of each country. For several years New Zealand endeavoured to get Australia to co-operate, but without successs. The suggested arrangements had now been prepared for the approval of the unions of both countries, and it was hoped some finality would soon be reached.
