Senator Wheeler says he proposes tc introduce a resolution calling for. investigation of the American policies in respect of Nicaragua. He says: “If I understand the situation correctly, we are now a partv to a further violation of the Constitution of Nicaragua.

Representative Huddlestone says: “Technically the President may have power to send troops ,to . Nicaragua, but it certainly is a violation of the American Constitution, and a dangerous situation has been created.. We ought never to have gotten into it, and I don’t know how we are going to get out?’
