Foreign vessels on the Upper Yangtse have again been commandeered irrespective of nationality. Five were used recently to transport troops downstream. Mr. Wheeler, the emissary who proceeded to S.ianfu recently to arrange for the evacuation of British missionaries detained by soldiers, has sent a telegram to the British Legation at Peking stating that, thanks to the assistance rendered by the Governor of the Shansi Province, most of the foreign missionaries at Sianfu have been safely evacuated. Two fresh outbursts of anti-foreign feeling are reported at Chengteb. in the Hunan province, ami Ningpo, in the Chekiang province, where British property was attacked and several instances of personal violence attempted FRENCH GUNBOAT FIRED ON Peking, October 13.It is reported tiiat Chinese troops between Wusucli and Kiukiang fired on the French .gunboat Alerte, killing a sailor and wounding another.
