Air August Hcckscher, the capitalist philanthropist, has presented the Mavor, Mr. J. J. Walker,, with plans for the demolition of New York s Lower East Side, which is the most famous slum in the world, replacing it at a cost of hundreds of millions of dollars. It is understood that Mr. Heckscher is willing to donate a hundred million dollars from his private fortune towards ■ the undertaking. He proposes—(l) That modern apartment buildings, parks, fountains, and tree-lined avenues replace the present congested tenement district; (2) that fiVe hundred of New York’s wealthiest men promise a contribution of 100,000 dollars each for five vears such 250 million dollars to form the nucleus of the investment necessary; (3) that the State and city expend equal amounts towards the plan; (4) that the present dwellers be rehoused bv the city temporarily while their homes are being rebuilt; (5) that the rents In the. new district be dependent upon the paying capacity of, the tenants.
