Before the International Parliamentary Commercial Conference, Sir Frederick Lewis read a paper in which he s- dwelt on the enormous losses through State ownership of shipping, instancing the United States, Australia and Canada. He declared that Governments should not embark in commerce. He moved a resolution declaring that the true basis of international commerce was the freedom of the seas, accompanied by equal opportunity for the' ships of all nations in all ports.
