Many people are of the opinion that the birch should not be used on young offenders, as it is too drastic (remarks the “ Ashburton Guardian”). There is, however, one exception to this in Ashburton. It is reported that one of the four boys who were recently birched as the outcome of a number of thefts was since caught red-handed in an offence. He will appear before the magistrate shortly.
