Briand’s intervention is due to criticism of the Government for allegedly sitting on the fence and failing' to give the Chamber a lead, as members of the Government abstained from voting on the Cartel’s proposal compulsorily to convert bearer bonds to registered stock, which was carried by a substantial majority, despite Government opposition.
