GERMAN CABINET
FORMED BY DR. LUTHER
PARTY LEADERS REACH AGREEMENT
AFTER FRANK STATEMENT BY HINDENBURG
Berlin, January 19.
Dr. Luther’s efforts to form a coalition Cabinet comprising Democrats, Centrists, German People's and Bavarian People’s Parties, failed owing to differences between the Democrats and Bavarians, the former insisted on Herr Koch being given the Ministry o[ the Interior, whereas the Bavarians objected to Koch saying that he was a danger to the federal system of the Reich on account of his strong democratic republican views.
Dr. Luther is making a final effort to-day to bring the parties together, but in the event of failure President Hindenburg will be faced with the alternatives of asking Luther to form a Cabinet of officials and experts or to invite another politician to make an attempt.—Reuter.

President Hindenburg, with a view to helping Dr. Luther in Cabinet-making, received the leaders of the various parties and told them a Government must be formed. The situation would be most serious if Dr. Luther failed. Subsequently all parties conferred with Dr. Luther, and all agreed to his proposed Cabinet, which is as cabled, on January 17, and Dr. Kuelz as Minister of the Interior. —Reuter. [The personnel of the Cabinet as cabled on January 17, was as follows: Dr. Luther, Chancellor; Dr. Stresemann, Minister of Foreign Affairs; Herr Gessler, Minister of Defence; Herr Brauns, Minister of Labour; and two other members of the present Cabinet; also the ex-Chancellor, Dr. Marx, as Minister of Justice and Occupied Territories; DI. Reimbold, Minister of Finance. The parties represented in the Cabinet include the Democrats, Centre Party, the German People’s Party, and the Bavarian People’s Party.]
