NEW SAFEGUARDING PROPOSALS (Rec. November 18, 11.5 p.m.) London, November 17. Sir Philip Cunliffc-Listcr, President of the Board of Trade, said the duties contemplated under the new safeguarding proposals of the Government would apply equally to imports from all foreign nations, and therefore strictly conformed with the most-favoured-nation clauses of the Anglo-German commercial treaty. The German Government had raised the question of these duties, and the British Government had replied that the treaty reserved the right of both countries to take appropriate steps to preserve their own industries.— Reuter.
