Sir Philip Cunliffc-Listcr, President of the Board of Trade, said the duties contemplated under the new safeguarding proposals of the Government would apply equally to imports from all foreign nations, and therefore strictly conformed with the most-favoured-nation clauses of the Anglo-German commercial treaty.
