RearAdmiral Phelps said the bulk of the world’s oil supplies were under British control, “and within another generation. when out own. pools are drained, as thev are being drained, not only by us but by England and Japan, to conserve their own oij reserves, your Naw and marine will be at Britain’s mercy for fuel.” The determination of the United States to build up an adeouate merchant marine, Rear-Admiral Phelns added, had aroused the bitter animosity of the British shipping interests. —Reuter.
