M. HERRIOT’S POLICY
PROGRAMME OUTLINED TO SOCIALIST LEADER
DAWES REPORT ACCEPTED UNCONDITIONALLY
BUT THE RUHR NOT TO BE EVACUATED
M. Herriot, in a statement of his policy, favours extension of the role of the League ot Nations, and unconditionally accepts the Dawes report, hut does not believe in the possibility of evacuating the Ruhr at present.

Herriot in a letter to the leader of the Socialist Party embraces an immediate suppression of the decree laws passed by the Poincare Government, and the reestablishment of the match monopoly, also a general amnesty, except for Graders of military service and traitors. M. Herriot further proposes the suppression of the embassy at the Vatican, the application of the law regarding religious congregations, reduction of military service by the organisation of the nation for defensive purposes.
M. Herriot, after describing bis fiscal proposals and pro-Labour tendencies, favours the strengthening and extending of the role of the League of Nations, the Hague tribunal, and the International Labour Office, the resumption of normal relations with Russia, and unconditionally accepts the Dawes report. Notwithstanding bis party’s opposition over tho Ruhr policy in the past, M. Herriot does not believe in the possibility of at present evacuating the Ruhr before the safeguards laid down therein are enforced and an international regime established.
The Socialist Congress rejected participation in the Government in the present circumstances. M. Herriot’s statement of his programme, however, was greeted with cheers. The executive of the Radical Socialist Party unanimously approved the programme.—Reuter.
