There is now no doubt m the minds of those in the closest contact, with it that the Russian delegation is doin'? its utmost to drag out the negotiations, without precipitating a final rupture. Its reasons arc not cleai, but this is known, that the Moscow rulers have been of two minds about giving Mr. MacDonald tho satisfaction of a diplomatic success.
