RADOVSKY’S REPLY TO LONDON BANKERS PRIVATE PROPERTY NOT TO BE RE-ESTABLISHED LIQUIDATION OF THE PREWAR DEBTS The leader of the Soviet delegation to the London conference, replying to the bankers’ memorandum regarding the conditions of financial help for Russia, says that private property will never be re-established. Radovsky, leader of the Soviet delegation at the London Conference, in replying to the bankers’ memorandum regarding the conditions of financial support of Russia, said the memorandum demands re-establishment of private property and the abolition of State monopoly' in foreign trade. “Our answer to that is ‘Never!’ Commonsense should have told the ’cankers that every new attempt to interfere in Russia is doomed to failure. lhe only object of the bankers is to destroy'the Soviet’s chance of obtaining a loan. AVe emphatically declare that we will not restore property to its former owners. A practical means for compensating the former owners will be to lease them, on a concessionary basis, the enterprises which were formerly their property The liquidation of pre-war debts could bo solved, satisfactorily only subject to consideration of our counter-claims, that is, on condition that real help is extended to us and that the interested parties shall take account of the ruin brought to us by intervention.’ —Sydney faun Cable. ' TROTSKY’S POWER BROKEN TRIUMVIRATE TO CONTROL ARMY London, April 27. A member of the Russian delegation states that Af. Trotsky’s wings have been clipped, and he is a disappointed man. He docs not want the London Conference io succeed. "I am a friend, but 1 a political opponent of AL. Trotskv. I have known him.well; and I also know the conditions in Russia. Al Trotsky’s speech attacking Air. MacDonald’, was delivered in the Caucasus, where ho was sent ostensibly for the benefit of his health, but really because the Moscow Presidential Triumvirate —AIM. Rykoff, Kamineff. and 'J’suriupa—wanted linn out of the way, while replacing Trotsky s commanding officers in the Red army with their nominees. Al. Trotsky s power is thereby broken, and the control of the army transferred to tho Triumvirate, of which Af. Rykoff is a most powerful successor of Lenin. Aus.-N.Z. Cable Assn.
