SERIOUS CHARGES AGAINST FRANCE “ACTIVELY PREPARING FOR WAR” By Telegraph—Psess Association. Copyright. London, April 22. The Moscow correspondent of the “Daily Express” states that the official Soviet organ, the “Isvastia.” declares that there is unmistakable evidence that France is actively preparing for war against the Soviet Republics. It charges M. Poincare with striving to hinder the success of the Anglo-Russian conference and with encouraging the hostile manoeuvres of Rumania, China, Poland, Latvia, and Turkey; with preparing a FrancoRumanian alliance, and with undertaking to reorganise the Rumanian army to which France has contributed 400 areoplanes. These aeroplanes, the "Isvestia” says, are clearly intended for the bombardment of Ukrainian and Russian cities—Aus.-N.Z Cable Assn.
