CONTROL OF OPIUM TRAFFIC

The Permanent Advisory Committee appointed by the League of Nations to assist in tho task of supervising the execution of the International Opium Convention, held its fourth session at Geneva recently. The committee is concentrating mainly on the control of export ana import drugs, and on the limitation of the production of drugs to the world’s legitimate needs. The system which has been recommended to the various Governments provides that every application for permission to export dangerous drugs must be accompanied by a certificate from 'the importing country stating that the consignment is approved by the Government and is required for legitimate purposes. The success of the system depends on its being generally adopted, since, if otherwise, foreign buyers will send their orders to the countries from which they can obtain the drugs without furnishing an import certificate. The Secretariat has received information showing that on January 1, 1923, twelve States have put the system into practice, white seventeen others have signified their acceptance of the principle, and three States (United States, Canada, and Belgium) have stated that they already have in force an analyogous system of their own. But even if the system is adopted by all the countries that are parties to the Opium Convention, difficulties may arise from tho fact that exporting countries have not yet adhered to the Convention. The Aesembly has therefore passed a resolution proposing that the Advisory Committee should examine tho advisability of asking Governments not to issue licenses for the import of opium and other dangerous drugs except from countries which have ratified the Opium Convention and adopted the .system of import and export certificates. This was one of the principal questions discussed.
