RIGHTS OF INDIANS AND EUROPEA NS. Delhi, February 4. The Government hns published ths proposed Bill, based upon the report of the Racial Distinction Committee, whose general conclusions are that it would be easier and more practical tn level up the rights of Indians tl an to level down the rights of Euro]u>ans. The Bill removes th® restrictions on and permits tho trial of Europeans by a jury composed of not less than half Europeans, while Indian British subjects are entitled to a jury of which the majority would be Indians.
