LATIN-AMERICAN BLOCK VOTE. Geneva, September 15.1 Australia helped in the election of Lord Finlay (Great Britain) and Professor Moore (United States) to the International Court of Justice, but failed with Sir Robert Borden (Canada). A block vote by sixteen Latin-American republics proved most formidable, and thus far no adequate counter-block has been discovered in the assemblage.
