RETURN OF SHANTUNG
JAPAN’S BASIC PROPOSALS. ' (Rec. September 9, 5.5 p.m.) New York, September 8. The New York "Evening Port’s” Peking correspondent states that the Japanese Minister, Mr. Obata, has handed to tho Foreign Minister. Dr. Yon, a memorandum embracing Japan’s basic proposals for ths return of Shangtung. The three points arc: (1) Japan will return Shantung with full sovereignty and political lights; (2) joint Chino-Japanese operation of the Shantung railroad; (3) the] immediate withdrawal of Japanese troops from Shantung, including Tsing-Tao. — Ausl-N.Z.
