TO PREVENT WAR WITH RUSSIA COUNCIL OF ACTION'S POWERS SECRET DOCUMENTS PUBLISHED By Telegraph—Prees Association—Copyright (Rec. September 21, 5.5 p.m.) 'London, September 20. The "Morning Post" publishes' secret documents showing the Council of Action's plans lor a. general strike to prevent war with Russia. Tho documents reveal the establishment of local councils of action throughout the country. These councils are instructed to prepare plans for commandeering tho various means of transport to ensure tho distribution of food to the strikers through : tho local co-operative focieiies, also the of cycle corps to keep the various centres in touch, and tho creation of means of dissemination of information among tiie strikers, if tho newspapers are compelled to cease publication owing to the strike. Tho "Morning Post" fears tho Council of Action will use this elaborate machinery on a futuro occasion for revolutionary objects, without consulting tho Aus.-N.Z, Cable A-ssn.
