FORECAST AND SUMMARY AT 4 P.M. YESTERDAY. Present indications ar# for increasing northerly winds and cloudy, weather, with rain generally and heavy rain in the West Coatt and southernmost portion of the South Island. Barometer falling. Cloudy and hazy conditions have prevailed generally, and, rain has fallen in the far north and along: the west coast south of Oape Egmont.
