At Dayton, Governor Cox, in a speech of acceptance of the Democratic Presidential nomination, said that in signing the Treaty there should not be mental reservations unexpressed in plain words. Senator Harding's plan meant a separate peace with Gormany. • The Monroe Doctrine was tho very essence of Article Ten of the League Covenant. "No treaty can over-ride our Constitution, which reserves to Congress alone power to declare war. Senator Hotfding proposes that we remain out of the League. I am. in favour of going in. In an interview Vice-President Marshall 6aid that, a Democratic two-thirds majority in the Senate could not bo attained even if the Democrats were victorious in tho contest for every vacancy.
