BASED ON FREEDOM, NOT FORCE. (Rec. July 21, 9.5 p.m.) London, July 20. Speaking at a luncheon tendered to himself and Prince Arthur of Connaught by the Colonial Institute. Lord Forster, who was recently appointed Governor-General of Australia, referred to the success of the Prince of Wales's visit to Australia and expressed the hope that ho would be able to promote and develop the love existing between the Motherland and her children overseas. The difference between the British Empfre nn<T the great empires that had dwindled and vanished was that they had been based on force, while our Empiro was based on freedom. He held a living faith in the greater greatness of the Empire, and therefore set out upon his task in a spirit of humility. —Aus.-N.Z. Cable Assn.
