BRITISH GOVERNMENT LAYS DOWN CONDITIONS SOVIET PROPOSALS APPROVED (By Tclecraph-Presa Aiaociatlon-CopyrieM (liec. July IG, 8.30 p.m.) London,' July 15. In the Houso of' Commons to-day Mr. Bonar Law submitted a'memorandum showing the conditions under, which the Government would agree to negotiate for the resumption of trade relations with Russia. It is provided that:
Each party shall undertake to refrain from official propaganda, tho Soviet agreeing to refrain from military action or propaganda in Asia, which the British' Government regards as a fundamental condition , preliminary to any trading agreement. (The British proposal is tantamount to a general armistice.) All British civilians' in Russia shall be released-. The Soviet, in return for a corresponding undertaking by Britain, shall recognise its liability to pay compensation to private citizens for services rendered to the Soviet. Britain desired to leave the final determination of the claims to future mutual settlement, but considers it necessary that the Soviet shall make a declaration on this point in order to givo ' tho necessary confidence to western merchants and manufacturers. Britain agrees to the conditions, proposed by the Soviet regarding commercial facilities, provided they •ire mutual. Britain does not intend to debar any Russian on the ground of his holding Communist opinions, provided that Soviet agents comply with the normal conditions of international intercourse.— Reuter.
