J. ho visit of New Zealand delegates in 1909 had had an important effect in persuading tho Now Zealand Press to adopt a more Imperial tone. Colonel Amery (Under-Secretary for the Colonies) said that when the storm [ burst in 1914 every village in the Empire biew what the real ifcsue was. i .i.iis was only possible because the Prcsa of the Empire knew why the sacrifice must be made, and what sacrifice must bo made. The Canadian conference would deal with problems of reconstruction, Bucli as the distribution of Imperial man-power. It was significant, in, this new phase, that the conference was meeting iri Canada, as the reconstruction problems mpst largely be settled and worked out in the Dominions. The meeting in Canada would iret us all away from the idea that England was the centre of tho Empire. This was no longer true. All parte of the Empire were now centres for their own purposes.
