Senate, said the United States had winked at Carranza's purchases of arms in the United States, in 'order to forward his policies in Mexico. Ships were allowed to leave in breach of the laws of neutrality, nnd tho nominal fines inflicted were afterwards remitted. The Carranza regime was, ho said; a hopeless failure in Mexico.—Aus.-N.Z.
