Till the board took a determined action .there was ro chance of the nuisance being abated. Several other members were in favour of drastic action being t-'ikon, and it was eventually decided to, instruct the board's solicitors to take fiction against any oersons who committed a breach of the Harbours Act by putting refuse into the river.
