Tho "Daily Telegraph" learns that tho conferences of tho British Prime Minister and tho Foreign Offico with M. Cicmencrau and Signer Scialdja resulted in a decision to establish a "Super-sii-preme" Allied Council, consisting of the Prime Ministers of Great Britain, Franco, and Italy, and a representative of the United .States, who must have full powers to oct without referring to Washington. The Council will meet periodically, and flic first meeting will bo in Paris at Christmas. A difficulty may ariso if President Wilson dealines to delegate Presidential powers to a plenipotentiary.
