Mr. Montgomery said' that the Government had no special power at present, but he had submittal a clause somewhat similar to tho law that was already in operation in Canada. This clause had the approval of the Minister of Customs. It provided that if tho cost of an imported article to tho New Zealand importer was less than the fair market valuo of the Same or of a similar article in the country of origin, then the difference between the two prices should be added by way of extra duty in New Zealand. The provision would apply only to goods that wero not manufactured'in New Zealand. Mr. Montgomery said it. was.not proposed to. interfere with dumping in eases where no local industry "wis threatened.
