. NEW FEDERAL CAMPAIGN. . London, January 7. The Dublin correspondent of the "Daily News" says that Mr. Stephen Gwynne, an ex-member of the House of Commons, is heading a now campaign with the object of introducing a federal system in Ireland. The main idea is to overcome Ulster's objection to Home RuJe, simultaneously avoiding the partition of Ireland by creating two and probably three State Governments, federated' under, a central Irish Government.—Reuter.
