Dr. von Payer, tho German Vice-Chan-cellor, has outlinwl to a representative of tho "Nieue Freio Presae" (Vienna) an ambitious scheme for tho settlement of a political and economical union of Austria and Germany with Poland and the northern border States. Von Payer hopes for tlio disappearance of the Customs frontiei, and the inclusion- of the Balkan States, and even Turkey.
