TO STIMULATE GERMAN PEACE PARTY

LORD LANSDOWNE'S SUGGESTION FORMULA OF AIMS (Rcc. November 29, 10.35 p.m.) London, November 23. The luarquis of Lansdowne, in a letter to the newspapers, urgos greater co-ordination of the Allies' war aims. "It would be a great achievement," be says, "to end tbo war lionourably, but it would bo a greater to prevent the euro 'falling on our children. If the Powers agreed to arbitration on afterwar disputes that would bo a long step towards security. A commercial war would bo less ghastly iu its immediate effects than a war of armed forces, but it would be deplorable if the Powers embarked on commercial bostilities, which would certainly retard the economic recovery of all the nations involved. Subject to our own fiscal interests, the stream of the world's trade ought to be allowed to flow 'strong and uninterrupted through natural channels. We are not going to lose the war, bulb its prolongation will spell ruin to the civilised world. The German Pea.ce Party would bo stimulated if: (a) They knew that the Allies did not desire the annihilation of Germany as a great Power. (2) That the Allies did not seek to impose *n tbe German people a form of government other than that of their own choice. (3) Thut, except as a legitimate war measure, the Allies do not desire to deny Germany a place among the great commercial communities. (4) That the Allies, after the war, aro prepared, with the other Powers, to examino international problems, including t;he freedom of tho seas.
