(2) That the Allies did not seek to impose *n tbe German people a form of government other than that of their own choice. (3) Thut, except as a legitimate war measure, the Allies do not desire to deny Germany a place among the great commercial communities. (4) That the Allies, after the war, aro prepared, with the other Powers, to examino international problems, including t;he freedom of tho seas.
