THE SECOND DIVISION AND THE WAR LOAN

The delay on tho part of the Government in announcing its intentions regarding the pay and allowances of Second Division men and their families is proving embarrassing to some members of that division who are desirous of investing in the War Loan. The position briefly stated is this: They are in many instances men with good incomes who have saved a little money and who under normal circumstances could and would invest in the War Loan. With tho prospect hanging over them, however, of being called on for extra service, and with no assurance as to the allowances their families will receive in the event of their being called on to serve with our forces abroad, they naturally fear to lock up their money for a long period. Their families may need these savings to supplement whatever allowance the Government may decide to make. It is true that Ministers have in di'catcd that more liberal provision is to be made than that which now prevails, but the whole matter is left so much ifl doubt- that 110 one can pretend to say what will actually be done.
