Owing to Borne doubta aB to the personnel of .the- forthcoming War Council, inquiries show that the meetings ero likely to bo confined to tho Primo Ministers, witli tho exception of the New Zealand delegates, who will attend as representing distinct parties in. the Dominion. All tho overseas representatives, including tho Indian delegates, will attend an Imperial war conferenco, distinct from Lho old Imperial Conference. The official communication from tho Secretary of State for the Ofyjnies to tho Overseas Governments in connection with tho Imperial War Conference states: — I. wisli k> explain that what His Majesty's Government contemplate is not a session of tho ordinary Imperial Conference, but a special War Conference of the Empire.
