APPEAL FOR- FRANK DISCUSSION. Amsterdam, March 12. Dr. ITcim, leader of the Bavarian peasants, writing to the newspapers, says it would bo better for Germany frankly to tell tlio truth about the Food situation than to continue to work on a wrecked system.
