PRESIDENT DISAPPROVES. By Telegraph-Press Association-OopyrLslit ("Times" and Sydney "Sun" Services.) (R.'ee. September 16, 6.30 p.m.) London, September 16. The "Times", correspondent at" Pekingstates that there lias been a change, regarding the monarchical movement in tho Cabinet. Presidont Yuan Shih Kai has suddenly expressed his disapproval of the movement, while the State Council has refused to receive petitions concerning it. The liewly-founded monarchical paper at Shanghai, the "Asiatic Daily News," was bombed, the explosion injuring seven persons and killing threa, including the bomb-thrower.
