GERMAN SUBMARINES OFF FRENCH PORTS

A communique warns "the maritime population not to be alarmed by the appearance of German submarines at the mouths of . the Loire and Gironde. The Admiralty has taken every precaution as in the Channel, where the defences are so effective. The German practices which are contrary to the law of nations and to the most elementary principles of humanity will he limited to i infrequent and isolated acts.
