MR. BRYAN AGAIN
'APPEAL TO THE AMERICAN PUBLIC. ("Times" and Sydney "Sun" Services.) London, August 24. The "Times" correspondent at "Washington states that Mr. W. J. Bryan, ex-' Secretary of State, has issued a statement deprecating .v.'ar on the ground that a few reckless citizens who insist on using belligerent vessels ought not to be allowed to drag tho country into colonisations. The nation is calmly awaiting the President's lead. This is evident from the sDarseness of editorial comment, and tho restraint shown by "Washington disnatches. which reiterate the forecasts that diplomatic relations must be .broken off if Germany is unable to justify Ler action. , There is widespread speculation as to President Wilson's action 1 in tho event of a rupturo. An impression prevails that lie will summon Congress and submit a programme for military preparedness. details of which will be lengthily examined. , Now York, August 24 Mr. Bryan has appealed in the newspapers that during the war Americans should not travel in British vessels.
