.VICTORIA COLLEGE ANOMALY.. ■ In a Note of the Day, published in The Dominion on Thursday, the following statement was made:—". . . We have been, asked by various, correspondents hoW it is that in Wellington we have a Chair of Modern Languages at Victoria College held by a German subject. Frankly, it is a little puzzling that the College Council does not appear to havd concerned itself in the matter. Tt may have good reason; but surely the staff of, say, the University of Louvain could, if desired, provide us with a scholar to whom such a post would be welcome." • The chairman of the Victoria College Council (Mr. H. H. Ostler) yesterday referred to the matter as under:—"The position is that at the outbreak of war the Government issued a Proclamation (dated August 19, 1914) under which all enemy subjects living peaceably in New Zealand should have all /.the rights .of ;British subjects to maintain contracts, and to sue for their breach, etc., except only as against the Grown. In the case of the professor in question the Government officially informed the Victoria College Council that it had satisfied itself that the professor Was living peaceably, and therefore was within the terms of the Proclamation. That'beirig so,, the Council could not, had it wished, have' dismissed him without committing a breach of contract, for which (quite apart from the question of'good faith) it would have been liable for heavy damages. It is surprising that a paper of the status of The Dominion should not have known of the Proclamation."
